This feature allows monsters, projectiles, and anything else with a target to aquire the vertical angle toward that target. Pitch can be used to determine whether a targetted actor is above or below them, creating smarter aiming systems, special attacks, or changing appearance.
This compliments the previous "max angle" parameter for this function, as you can give a maximum pitch that the actor will be able to turn.
