I reckon this is a great idea, and could probably be a pretty good weapon with a bit of adjustments.

My problems:
-The throw animation is a bit lackluster, try to add anticipation.
-Blast damage is too high, and it's way too easy to kill yourself with this thing.
-The fire should go away after a bit, because it might get a bit annoying when the level is covered in fire and you're at low hp.
-The weapon feels too big, in my opinion.

Other than that, pretty good!

You're using A_PainDie to spawn the flames, use a proper spawning function like A_SpawnItemEx to avoid weird behavior.
On a personal note, why call it Revenant Skull? It has nothing to do with revenants besides the projectile sprites. How about something like  Exploding skull, or Flaming skull, or Pyro skull.

I'm with Gothic on this on this one.

I've been waiting patiently for this to drop.
It's original function, seems really OP. Might I add a suggestion?

Instead of a independent throwable, rebuild it to shoot flames and then altfire as an incendiary grenade. So it can be used to fire out hell fire and when it runs out of "ammo" your player can throw it to inflict more final damage.

Just a thought.
