The fire rate and kickback are insane compared to the original Painkiller shotgun.
The ice shot should use a different ammo type, as it deals a lot of damage to use so little cell ammo.

I can fix everything else, but the last issue is something that has been bugging me for a while now. I don't know how to make folders inside such files.

The option to create folders doesn't appear in your files because your method of converting wads to pk3 is wrong.
To create a pk3 file in Slade3, first select the "create new file" tool:

Then choose the "Zip archive" type:

And then you'll see the option to create folders:

At the end, don't forget to save your file as a pk3:
