[Questions] Cyber Baron's Sound Effect

I recently downloaded CyberBaron on this site and noticed by hearing it roar, it sounds like the BaronOfHell with a Cybernetic Sound Effect that makes me interested in Cybernating other monsters in Doom, Heretic, Hexen, Strife, and Wolfenstein for my upcoming Cyber Monster Addon.

I was wondering if I could find a sound tool to reenact making a Cybernetic Sound Effect in existing sounds that haven't used it.

In fact, I could use the untouched BaronOfHell Sounds and maybe add the Cybernetic Sound Effect to match the CyberBaron, but how?
