I think what they are meaning is that original music made from scratch and maybe remixes would be more acceptable. Why not make original midis and such a rule for the music section I mean they would still need approved right?

I suppose it would be for original (not ripped) MIDI songs that would work well as soundtrack for Doom, Heretic, Hexen, Strife, etc. levels. Possibly module music too (keeping it to the core four of .mod, .xm, .s3m, .it). Streamed formats (Ogg Vorbis, FLAC, MP3, etc.) would be too large for the repository; ripped music would just be redundant with sites like vgmusic.com and legally problematic.

Well, vgmusic doesn't allow rips either. Referenced sequences are basically necessary, but direct conversions are not.

So your saying that MIDI soundtracks would work fine then.
I know that sometimes a soundtrack last about 2 to 8 mins long I think.

Does it matter how many minutes in a soundtrack that you can use in 1 level?

Cause I don't know how many minutes that you can use.

There's no real limit to how long a MIDI can last. Ideally, the MIDI song length should be appropriate to the level -- something short like Entryway which is going to be finished in less than five minutes even by a complete newbie should have a short melody, something extremely long like Ogdoad (MAP28 from Epic 2) where you can spend well over one hour should have a long and varied melody that you won't mind hearing over and over and over again for a long time.
